Quick Smog reading help..

Trying to help a buddy out , car is a 92 with I/H/E..but has passed before

HC failed at 15mph - max is 81 measured 100
NO failed at 15mph- max is 685 measured 1068!

Some say cats, some say EGR? car has 97k miles on it. thanks

I would add to that the possibility of O2 sensors being bad.

Just put in a bottle of GUARANTEED TO PASS from autozone. I had similar numbers, after 1 tankful and went to smog problem solved.

It also helps if the tech can put on sniffer before actual test to determine if 2 or 3rd gear is better for 25mph.
