Can you retune your ecu if you have I/H/E/T?

Has anyone ever got thier ECU tuned after getting some mods, ex. headers,intake,exhaust,testpipes, BB throttle body would I benefit from getting my ecu tuned? I meet someone who offers this for nsx's and want to know what other feel about it. I was told I can have my ECU turned on to nitrous mode with a switch? Than other say its impposible to controll your ECU by a switch, it has to be permanantly burnt on the ecu? Some tech tell me you can't tune the ECU, They are so many codes to go through that no one can do it better than honda allready did it? Can others tell me what they think.
I was told I can have my ECU tuned and have 2 modes turned on by a switch. N/A mode and nitrous mode. In both modes with my mods he says I can gain 10-20 rwhp and have another dyno results for before the ECU tune and I can see the gains. Is this possible ? Does it sound right ? Or something to watch with a careful eye?
 
As far as I know, you have to program a new chip unless you have an engine management software on a laptop that you can program.

I have not heard of being able to switch over to another program for 2 modes.

Dali Racing sells a chip that I heard was pretty good, there are others as well.

I just don't get very excited about messing with the ECU for 10 HP.
