Is their a VIN decoder available? Does the VIN tell your the build sheet ie. windows sticker? As far as add options carbon, ceramic brakes. Thank you in advance.

VIN provides no information on the build.
A Dealer can pull that information with the Vin Number. They can give you a print out of what the car came with and what service has been performed at other Acura Dealers.

How to identify if the car has which brakes visually? It appears carbon ceramic has cross drilled and steel brakes has slotted rotors correct?

I believe that the roof is either aluminum painted black or carbon fiber (with or without external antenna). Not always easy to see in pictures. The steel rotors are a bit smaller in diameter. Again depending on the picture not always easy to discern.
The differences are obvious when you look at the car (assuming you are looking at the actual car and not just photos). CC brakes look completely different than steel. The cf roof will have the obvious weave to it. You can replicate it with a vinyl wrap, but even then it won't have the depth of true carbon fibre.
