Help!!! I can't stop

My completely stock 94 Accord EX has ABS disabled (ABS motor shot, pulled fuse). Replaced front wheel bearings recently and turned rotors(the ones requiring pressing), kept pads, after this job could not get those metal shield thingies back on car (the ones that partially cover the rotors) so I tossed them. Note: b/f wheel bearing replacement braking was not optimal in rain. Of the two brands NAPA carries I choose the upgraded rotors/pads.

Problem: whenever it rains or I leave a car wash I have to pump the brakes 3-4 times till they WORK. This is very scary on the highway when its raining and I need to jab on them.

This car is a daily driver and I just want to keep it safe. Therefore I am not interested in upgrading to a Brembro kit or the like.

Anyone know of any aftermarket pads or rotors (whichever is the problem or both)I can get to help brake better in the rain? Any thoughts/suggestions would be greatly appreciated.
 
Thanks for the responses guys.
I'm going to break down and buy OEM from the dealer here. It's a first for me to get poor quality NAPA brake rotors/pads, probably just a bad batch.

OK,OK I know this is an NSX forum so my last question.

OEM rotors: $89/ea
OEM pads: $60/fr

Powerslot rotors: $67.09/ea
I really want to get these rotors, but what pads should I use?
Raybestos, AEM, Hawk, PFC, ceramic, carbon metallic???
Again a daily driver (street only) that gets alot of highway miles, rain, sleet, snow, etc. Are Powerslot rotors better for braking in the rain?

I have PowerSlot/Brembo rotors on my Accord as well. I don't think the slotted rotors will have any affect on braking in those conditions.

I've used many different pads on my PowerSlots. I'm still on my first set. They last forever!
