Now we are getting some place !!! Check the positive terminal of your battery. It should have two wires comming off of it. One goes to the relay box and feeds #29 and others and has power so that connection is good. The other wire goes from the battery to the main fuse box and #9 and is not working, my guess is that you will find that wire burned off of the positive battery terminal clamp.
 
I printed out wiring diagram #1 in section 23-350 in the service manual, and after looking closely at it it seems that the wire between batt & #9 can be a role player, also do you know what the IG2 on the ignition switch powers? Do you think ignition switch can still be a cause since Batt-A is good but not Batt-B also on the woring diagram #1?. I will check this wire for continuity later tonight.
 
At this point it sounds like you may be dealing with multiple issues. If you have no power on either side of #5 that clearly sounds like the ingnition switch(or burned wire as Brian points out), but it is also important what position the switch is in. It should be in the "run" position (position #2 from the description above.

I will try to see where the blk wire going to main fuse box from batt has continuity since there is no power even on the jump start terminal. :confused:
 
Just wanted to thank everyone with there input, helping me get my car fixed, FINALLY found the problem; turns out that the main harness that is beween the rear fuse box and battery had gotten somehow damaged, I repaired it and i was back on the road this weekend :D Thanks again NSXPRIME
