If you have an earlier model NSX, those buttons are for the car phone. At one point or another, there was a car phone installed in your car.

European market cars use the buttons for adjusting headlights, foglights, etc.
Yes, but it means changing out the entire console. A fair amount of work - and the parts aren't cheap, unless you can find them used from a place like ERZ. And what you wind up with is a poorly-designed cupholder, because it's located behind your right elbow - not at all convenient.
The Dali Racing cupholder that fits over the parking brake is a much better approach.
