where did you order that exhaust from?

I got the exhaust from prime member NSX-R GT. (Rocky)

PM Him, as he is in Japan right now, and should be able to get you an exhaust while he is there.

I agree that fluttering sound does not sound normal and I've never heard it on any other exhaust on the NSX (I heard a lot at Fiesta and the CA meets I went to). I also have the GMV3 and have never heard that either.
