steering column lose

No, this is actually in the steering column itself. As the whole unit moves side to side, visible when looking at the nuts. The point of rotation does appear to be the collar, but you can see the tabs under the nuts moving just a hair. I've tightened to the point of almost stripping the nuts, but still have that minute bit of play that my buddies does not have.

Forgive me if you already did this and I missed this, but you can't just simply tighten to fix. You HAVE to losen 4 bolts first and pull the entire steering column towards the driver until the wedge clips lock and then retighten. Tightening the bolts will do nothing by itself.
 
Yeah, I loosened both the nuts and the bolts to the point of almost coming out, and pushed and pulled on the column enough that the steering wheel itself was flexing. No movement at all at the collar, even had my buddy (sjones) do it while I was underneath looking up at everthing....
