Should rear wheels spin freely

Ok guys, I just got back from my techs shop, he said it seems to be the inner cv joint, but he cant be 100% sure untill he takes it apart and I only had a half hour to spare so I will be back in there on thursday or friday.
 
OK I got the inner cv joint replaced along with the boots and everything seems fine, until I get home and back the into the driveway and I hear this awefull sound shuder when the car starts moving WWWWhhhhhhhhyyyyyyyyy me this sucks and the guy that worked on my car is rude this sucks. So i guess they put they put the car back together wrong just when I thought i could enjoy my car here we go again.
 
Ok here we go anyone there? Alright I go to take the rear wheel of and the lug nuts are loose is someone trying to kill me or what. Then I take the wheel off and they replaced hub nut and it is so loose that i can turn it like 8 rotations before it stops turning. What i am wondering is does this bolt need to be tightend to a specific tightnes?
 
The reference for that section of manual already posted above - I also suggested that torque was 260 - it's actually 242 lb-ft. It was discussed in some detail above on how hard it is to break this nut to disassemble - that should give you some idea of how tight that really should be!
I would recommend that if it was that loose, it may have caused more damage & should be removed & thoroughly inspected by someone experienced.

D'Ecosse advise is right on. Loose this mechanic ASAP and go to someone who knows what they are doing. For a competent tech this is not rocket science, sounds like the guy went for a smoke and just never finished tightening everything.

Also that big nut, I believe it was mentioned before, should be crimped/staked AFTER it is fully tightened to never allow it to come loose.

Make sure you inspect the wheel studs too.
