Radio and cig lighter delay on start up

I have really been enjoying my 91 since I bought it 6 weeks ago.
1700 miles hv been added in that time.
Anyway, to the point.
My stock radio and cig. lighter don't power up everytime I start the car. Sometimes the power comes on in a few seconds, sometimes a few minutes and once 30 minutes later.
I realized the cig lighter had the same issue as the radio when I got my V1 hooked up last week.
I didn't have a fuse in the number 3 spot in the box by my foot. I added that.
Relay issue? I looked through the manual but can't seem to narrow down the relay. Also did some searching.
Anyone have this problem?

Fuse # 8 in the dash fuse box powers the radio and cigarette lighter. Fuse #8 is powered from the ignition switch in the run or acc position. My guess is that you have a intermittent ignition switch. Next time it acts up wiggle the key and see if it comes on.

Fuse #3 is powers the daytime running lights which I don't think you have unless your car is from Canada.

I just had a situation that puzzles me.
I pulled in the drive after a short drive and was going to wash the car. I noticed the wheels weren't straignt after getting out of the car, so I reached in the door and turned the steering wheel until it locked and the wheels were lined up.

Later I tried to start the car and the key would not turn.:eek:
I tried all six keys and nothing.

My wife got in the car, turned the steering wheel a bit and it unlocked. Is this normal? Is she smarter than me?
She told me her old Acura did the same thing.

Any thoughts?
 
Yes its normal. That is how many cars with locking steering wheels are. When you locked the steering wheel, there was pressure on the lock mechanism that prevented you from turning the key. By turning the wheel slightly, you relieve the pressure and now the ignition key can turn freely.

OK...For a week the radio/V1 came on instantly, then last night I got the delay.
I tried jiggling the keys, but that didn't help.
One thing that seems to fix it is to restart a few times.
I have found one other owner that is puzzled by the same issue.
Anyone have this problem or have a solution?
