Not for Sale?

I have owned and enjoyed my car for many years. It came with the original window sticker which for years I have been wondering about. The sticker reads "not for sale, property of American Honda Motor Co Inc".
Has anyone seen this on their window sticker? Was it used for road testers or a car show?? Really curious.

Appears to be exactly that, press car of some sort. I'd be curious to see the dates on that sticker in the other thread.

No date on the sticker, the car was originally sold 1/30/1991 so it was an early car.
