Thanks @D Baggins that seems to be exactly the issue here! Solid state relay might be a better option here due to the lower current draw. I also found a post by @Kaz-kzukNA1 indicating that 91-94 need a normally closed relay as well.
Turns out everything is wired correctly and I just used the wrong relay. The T3 kit I bought years ago came with 2 relays, one normally closed and one normally open, however the instructions were in Japanese and I'm a strong independent man who don't need no instructions, so I didn't really look at them...
I forgot to add this earlier, but removing the ABS computer from the cars with passenger side airbags sucks, and it only looks a little better without the airbag brackets in the way. The airbag brackets are not removable with the dash in the car so you have to work around them. I probably spent a good 3-4 hours getting it out and then put back together. It's good for a 33 ounce weight savings though!
