As noted in the FAQ section about TSBs, a recall "is a legal agreement between the car manufacturer and the federal government and all the cars will be updated at the manufacturer's expense."
It is possible for Acura to notify owners by mail to ask them to take their cars to a dealership for repair, such as was done for another TSB (92-030) about the cooling hoses and water pump. However, the word "recall" has a specific legal connotation and should not be used for a notification which is not part of an agreement with the government.
