I hadn't planned to give you any, and I still am not (see disclaimer at bottom), but since you've had to endure some sarcastic responses, I'll give you my $100.
You need an attorney licensed to practice in Illinois. I am not. That said, you should be able to acquire personal jurisdiction over the ebay store in Illinois (in addition to LA) given that they advertised to you through ebay and sold a product to an Illinois person, i.e. you.
You need to speak to someone sooner rather than later for practical reasons and the statute of limitations. Given the relatively small amount of money involved, your case may be for small claims court and involve a more abbreviated procedure that you could do yourself with a little help from an attorney friend or relative licensed in IL.
Generally speaking, unless there is something else involved that would implicate larger interests, whether federal court or criminal/fraud potential or class action, it probably won't make sense for you to hire an attorney and file a formal lawsuit.
It does however make sense for you to find an attorney licensed to practice law in Illinois and have a consultation with him or her. Do this as soon as possible.
