How to get PGM-FI ECU system problem codes?

I am currently having a TCS light coming "on" problem. TCS code is 3-1. The repair manual says to check for a PGM FI system problem code. How does one get these codes? Is their a special tool that is required to get the codes? Thanks for your help.

The problem is to check the ECU or related components. With the shunt still plugged in, check for PGM-FI ECU codes by looking at the check engine light indicator. A bad ECU or wiring will not always cause a check engine light especially on a OBD1 car. Check the ECU, check the TCS computer > ECU wiring, and TCS control unit. Try and follow the troubleshooting flow-chart on the next page and let us know how it goes.

Thanks for your response. You are correct that the check engine light does not come on , only the TCS light. How do I check the ECU for the problem codes 35 or 36 which are discussed in the repair manual if the check engine light does not come on. Excuse me for my ignorance.
