hesitation at low partial throttle

94 w/ 80k miles. all services up to date. at light partial throttle 2500 - 3500 rpm the car stutters. there is no smooth acceleraton but more like stair steps. higher rpm and under full load no problems at all that i notice. if starting around 2500 and mash it, there is a slight delay and then it goes and pulls all the way to redline. it is much worse when cold than warm but still notice it when warm just not so obvious. suggestions. funny thing is my dino does the exact same thing at a constant light throttle but i am fairly certain that is because the idle jets are too lean. but that is another story.

I had a problem like that on my Integra. It turned out to be the O2 sensor. It makes sense because the O2 sensor is ignored when you're at full throttle.
