If the car starts after repeated tried, it's the main relay. If it wont turn over at all but clicks 1 time when turning the key over it's the starter. More than likely your looking at a main relay. If it were a flooding issue, putting the pedal to the floor while cranking it will clear it out. As the motor starts to turn over, take your foot off the pedal. This is an easy way to check the possibility of flooding.
