Looks like someone used Kelly Blue Book to determine the selling price and not actual market value. You lucked out.

KBB would have said something like 21 grand, he still got an awesome price!

I just picked up a 91, essentially the same car actually, clean title, etc etc, for 24, but it has 100k miles on it, not 145k. I still think I got a good price

15 grand is an awesome deal!
