failed ca emissions test

'91 stock with 53,000 miles, fails NO @ 15 MPH, passes everything else, including NO @25 MPH. Any similar experiences? Any solutions?

Also, make sure your cats are HOT when testing (drive the car fairly hard for at least a few miles, and make sure the tech leaves it running while setting up the test). Finally, if you can, find a tech willing to do the 15 mph test in first gear.
