I have a Pro-car rear spoiler and RWG in carbon fiber, that both seem to be fading. I don't think they were clear coated from Procar. Any recommendations into getting it like new again?

Quite honestly, I would be truly shocked if those items didn't come clear coated already, especially for the price.
Firstly, I would email Detlef and ask if they came cleared or not. Maybe they slipped out and weren't done when they should've been. Or maybe they aren't and it is the owners responsibility to have it done.
I would consult a trustworthy body shop on whether you can just re-clear it or if there is more involved. I believe there are a few b/s owners on here that might chime in and give better advice.
Might also want to PM chudson1549 and ask him. I know he has a couple of Procar items and could tell you if his items came cleared or not.

I have heard that carbon fiber will get some fading over time.
