A great high end choice is the Escort Passport 8500, under $200, great range, minimal false alarms, doesn't break the bank. I have four of them now, one for each car. I had an older V1 and it became unusable recently with false alarms from other vehicle's vehicle sensors I think - I sent it back, they said it was fine so flipped it on eBay.
Agree with JohnWayne: buy a good brand and you can always flip it for a good price. Don't buy an older used 8500 though, they have issues with the boards in high heat (like here in Florida) - "Service required" on the display. There is a way to tell from the serial number how old it is (easy to figure out, WWYY, i.e. 3414 = week 34, 2014) and there are a couple of extra letters that tell you if it is a new style board or not.
Definitely don't rely on Waze - you are at the mercy of other folk reporting in. I can't stand Waze - "vehicle parked on the shoulder ahead", "object on road", etc. I only use it when travelling to/from the airport to make sure there are no wrecks on the way.
