I have both upper and lower bars on my 1998 and I'm quite happy with the result. To be completely honest, I don't drive the car hard enough on the street to honestly tell you that the handling is really that much better but I can tell you without a shadow of a doubt that they made the chassis stiffer (esp. when I have the roof panel off of the car).
