While replacing my shocks, I notice the bumper stops were totally shot. They crumbled like a cookie. How important are these? What will happen if I don't replace?
The bumper stops are there to limit the travel of the shock to the chassis or of the wheel within the fender. NOT replacing them is not a good idea IMO.
Didn't your new shocks come with new bump stops? My Bilsteins did, if I understand what you are talking about.

The short bump stops go in the front, the tall bump stops in the rear.
It will not change anything of the lowering though. It is only for protection.
Are you saying the stops are compresed when the car's standing still? They should freely slide up and down the strut rods. You're talking about the piece circled here, right?
