does changing the cats out affect the performace eg....the computer tells the car not to run at its full potential because it might think something is wrong with the car?
No.
The only end-sensor parameter that the ECU might have anything to do with the cats, is the O2 sensor. However, the O2 sensor on early NSXs is upstream of the cats, so removing the cats is an electronic moot point. Even with later NSXs that have a downstream O2 sensor, it is the upstream O2 sensor that provides feedback to the ECU.
