"The ad was never "banned" by anyone, it was simply untelevised. The more probable scenario, is that Microsoft knew that showing this ad to the TV crowd (ie, a majority of whom are probably not big gamers) would pretty much reinforce the idea that videogames are about nothing but violent gunplay, so they decided to hold onto it before showing it at their "Zero Hour" launch event.
