91 cold idle slowly hunts between 2,000 and 1,500 RPM . Steady when warm at 750 RPM

Seems like a vacuum leak would be likely to impact idle even when warm, no? Isn't there an idle-air-control valve for the preOBD2 engines? I'd look at the service manual regarding that.

I had the same problem and the car was not lighting off instantly like it usually does.

problem : very loose oxygen sensor....plus, even though battery only year old. some crud around terminals.

cleaned that up and reset ECU....all back to normal
 
Symptom sure points to vacuum leak, as stated. Could be an intake leak that seals when the intake comes up to temp.

I sprayed a starting fluid all around the intake and all hoses as Larry recommended. There was no change in the hunting pattern while I was spraying the starting fluid. Yes I did the test outside with big extinguisher next to me. I'll try to swap EACV and fast idle valve before I'll take the intake down.
