Who owns the NSX DEVL plate?

I was visiting family in Burbank this week and spotted a red NSX (had no top on) at the Panda Express in Burbank New Year's Day around 6pm or so. The plate was NSX DEVL. Didn't know who it belonged to but it was parked right in front. Nice plate!

The CEO of Panda Express chain is a NSX fanatic and owns 2 NSX's himself, and one (or even both) of them happens to be RED. Maybe he was there?
