Wings West front lip. Not sure about the skirts.
Marga hill
My 91 has a full Wings West body kit...it is very similar...both are amazing looking...I prefer a lesser numbered spoke wheel...as it allows the viewer to focus their attention more on the car - check out the Niche Rhine rims...20s for the back and 19s for the front...just amazing...even though the rims are not high-end!

Assuming those are stock rear fenders, it's likely that those skirts are Vinny Marga Hill replica skirts.
I just did search for Marga Hills and found a set on Ebay. You should try a search too.

The only Marga Hills stuff I found on ebay is the quarter panels

The skirts are definitely Marga Hills. Not sure if its authentic but most likely its the replica made by Vinny.
Original Marga Hills have a bad fitment (according to all most reviews here in prime). The Vinny MH Replica Skirts have a better fitment and its cheaper. I called before and Vinny wanted $750 + shipping.

You have another option if you really want that aggressive skirt and its called TCRC. It is basically a MH but without the vent in the front of the skirt.
From what I understand, the original MH and Vinny replica uses special brackets to mount. TCRC made by downforce mount uses the stock tabs (same as the Stacy's skirts) so its a lot easier to install. My body shop told me that fitment is almost perfect, and that's a lot coming from my shop and the fact that its made in fiberglass.

In my opinion, TCRC skirts are cleaner with stock front fenders. But here are couple of pics so you can see it for yourself.
