Are you looking for a circle cutter similar to this Olfa?
If so, you won't find it at Home Depot. You'll need to get those at an architectural supply store. Otherwise, you can order directly from HPI Racing. They're an R/C car manufacturer, and they sell the cutter because it makes perfect circle cutouts for the wheel arches.
