I currently have the OEM 17 x 7/9s on Alicia. 2005 suspension, etc.

What would happen if I put on the OEM 15/16s or 16/17s from 1991-93, and 94-2001, respectively?

Even outside of track effects, would there be any other differences? TCS? Speedo?

I would consider picking up some cheapo 91-93 rims for track use, if there wasn't any detrimental impact in terms of surprising handling or otherwise.

will the 91-93 15/16's even clear your brakes?

The 15"/16" wheels from '91-93 will not clear your brakes, so don't even consider it.

You can use the 16"/17" wheels from '94-01. TCS and speedometer/odometer accuracy depend on the tire sizes. If you use the stock '94-01 tire sizes, TCS will work fine, and your speedometer and odometer will read lower than the '02-05 sizes by 1.3 percent when traveling at any given speed.

If you use the 16"/17" wheels for the track and you want to buy R compound track tires (or other sticky tires), you have a few choices, but not many. See this topic for suggestions.
