It looks like a stock 91-01 rear valence with one of the bar cutted and replaced with mesh to me
It's the Marga Hills rear. That's what's on my car with Wings West spats:

No, it's not Marga Hills. It's the GruppeM rear valence. Same shape as the pre-02 OEM ones with mesh instead of the slit and two vents on the side.
