What is this wire hanging in my passenger foot well?

I was messing with a few things in the car last night and I wire dropped down from behind the glove box. Does anyone have any idea what this is for? Its not connected to anything and I don't see anything that matches the connector.

That's the port for OBD testing. The techs insert a special tool in there. It's normally mated to a dummy connector at the rear of the glove box IIRC

Also known as an unbent paperclip; when the two pins of that connector are shorted and the ignition turned on, the various systems will report errors by flashing lights on the dash. Count the number of long and short flashes and then look up in the service manual. This is step one of diagnosing an issue.
