What does one need to print commercial grade stickers?

I watched a video where it looks like first the printers were printed on an inkjet, then fed through some sort of laminator and from there into a plotter to cut them. I have to imagine that there are home grade versions of the last two that are available cheaply enough now so it wouldn't cost and arm&leg to print quality stickers for cheap. Anybody familiar with this by any chance?

It was a phone conversation but short version is there isn't yet a cost effective way to do low volume commercial quality stickers.
