Yellowpad, Have you created a web site of any type before? If not, you should start off with a simple site to learn. An awsome site may be more than you are ready for.
I have no experience with flash, so I have no idea how difficult it is. But a simple site is not that difficult.
There are so many good Web development tools out there that can help you build a site. IMO stay away from Front Page - it sucks. Although, these tools do a lot or most of the coding; the first step is to have a concept in mind and a layout of the completed design on paper. Building a web site without a design is like trying to build a house without blueprints - not impossible just very difficult. JMO to follow the advise of I'm NSXed and start with something basic and work your way up. Good luck and happy coding.
FYI - Flash can get pretty complicated.
