Just caught a news story on Fox. Apparently thieves are able to produce VIN plates for the windshield that are as good as the factory ones. In a nutshell, the thief copies down a legitimate VIN, steals multiple cars of that make and model and affixes the copied VIN to each of them. He now has multiple cars with the same VIN which can be legally titled in different states. There is no cross-checking to see if a VIN is already registered or insured in any other state.
