Its a bar that is placed in the engine bay or in the ear of some cars where the shock towers are. And what this does is gives the car more rigidity when taking on turns, so in theory it helps in handling. Sometimes you can get them to be adjustable where you make the back wider then it already came making the car even stiffer.
Yes it's upside down - actually it needs to be rotated clockwise (or counterclockwise) 180 degrees. I just removed my OEM bar to paint it. That indentation is there on the OEM bar to make sure the rubber hoses that connect to those metal tubes that connect to those blue 90 degree short hoses (in the picture) don't rub when then engine moves due to torque etc. On mine, those hoses would rub if the indentation were not there.
