They do this in Taiwan and perhaps in other Southeast Asian countries(Philippines maybe? It's been a super long time since I was there last so don't remember) and I believe the reason is the hot sun during the summer months. It's silly but everyone does it. However, the tint is not the 35% dark tint from the OP's link but more of a reflective although not quite mirror tint.
