tight wheel centerbore

My '95 NSX came with (chromed) OEM 7-spoke 16"/17" wheels.
I recently replaced them with earlier OEM 5-spoke 15"/16" wheels.

All model years of NSX wheels have the same centerbore specs,
but for whatever reason these 15" front wheels have a tight fit,
tight enough that it's quite a pain to get the wheels off. The
16" 7-spoke front wheels I have fit easily.

There's a little rust on the hubs where they contact the wheel
centerbores; I tried cleaning that up with emery cloth, but I didn't
remove enough material to make a difference.

What's a good way to improve a tight hub-to-centerbore fit?
 
could the stock 15 inchers be bent?If you clean up the contact points well enough try finding another local nsxer to lend you a 15 incher to compare.The rust is likely the issue,but the wheel could have issues as well.

The 15s look fine; there's no wobble visible at the lip when I turn
them by hand. And the left and right front wheels fit equally tightly.

About finding local nsxers: I'm in a sparsely populated area.
Sports teams at the high school in town play against teams
from schools as far as 150 miles away. But I do know of
another NSX owner only 50 miles from me.
