can you just pull these off and put on new ones or is there an issue with vacuum? I want to replace the black hoses with blue ones (or braided ones if they make them that fine, I haven't been able to find any that would be suitable).

The vacuum hoses are no problem, but two hoses for the throttle body have water for the idle system to know the engine is warming. Check the on line service manual for hose routing to see which ones. Or if you take one off you will know right away
