The criteria is generally that we (citizens of the globe, not "we" as in Americans, or Canadians)  don't want any "new" nuclear powers in the world. It is bad enough that we (Americans) have them, and the Russians can't seem to keep track of theirs. (actually- neither can we... )


The fact is, there are too many ways to kill everyone as it stands, so allowing further proliferation of these devices is pretty much undesirable.


Also, it would be nice if the "Dear Leader" of a nuclear power nation didn't think of himself as a present-day-god. That is a little creepy, and the idea of someone whose stability is in question having Nukes to deploy is more than a little bit scary.


I realize that the Bush haters out there might make some snarky comparison here, but fact is- Kim Jong Il makes Bush look like a brilliant politician.
