I believe these are only available in the JDM NSX's. SuperGT/JGTC inspired wheels. I like them.

They just cover the lug nuts with a cap (what I refer to as a disco feature, like the fake air vents in the last Ford GT).

oh.. and that price is PER WHEEL but it's forged and from the same blank forging as the stock OEM ones available here in the USDM

There are two types of bolts on that page, both theft-deterrent style:
bolts for the wheels are ¥ 20,000 (before tax) for a set of four with the matching tool,
license plate bolts are ¥ 3,000 for a set of three with the matching tool.

They are Modulo accessory wheels, so these should be available for anyone who wants to take the time to import them from Japan.
