The ABS pump is activated by a pressure switch monitoring pressure in the ABS accumulator.  When you use the ABS system, high pressure brake fluid in the accumulator is bled off to provide the hydraulic force to override your braking inputs.  I guess if ABS only came on for a very brief instant the pressure would not drop enough to trigger the pump on, but if you are using it for a second or two the pressure switch should turn the pump on to keep the hydraulic pressure up.  It seems normal to me.
