Steering Wheel and column loose. Please help

Hi all. My steering wheel and the column is loose, it shifts side to side (left and right) and I even see the ignition moving with it. I have a 91 5-speed. Can anyone tell me how I can tighten this problem? Thanks!

Do you have the tilt and telescoping adjustments both set properly, so that the wheel won't tilt or telescope?

Yeah I played with that for about 10 mins but didnt seem to work.
