Classic picture Lud. Do you know this history behind it?

It's a "setup" picture obviously.. The car chassis was on display somewhere (no engine) and they decided to take some funny pictures of a guy getting a ticket. That's all I know!

Not Pasadena........maybe Glendale....but I think it is out of state.
I cannot quite make out what the license plate on the rear wing (of the F1) says......
