It is either an intermittent switch, broken(worn) wire, or bad motor. I have had to replace two of these motors in the past. Oddly, or not, both passenger seat recline motors.
I would check the connectors carefully under the seat and the wires to the switches. This may require removing the seat, but it is pretty easy, just four bolts. If these all look good you may need a new recline motor. P/N 81113-SL0-A01

It can be done w/care and you will never know it was disassembled.
