On the various DIYs, it calls to remove the two phillips screws that holds the rotor intact "if they are there".

Does it mean that these two phillip screws are optional to reinstall?

or

Did some NSXes have rotors that don't have these two phillip screws in the first place?
 
the screws are there to keep the rotor attached during manufacture and to make it easier to attach the calipers with pads. You do not need to replace them once removed, as the wheels/lug nuts will keep it stable. I find that once removed and replaced they are even harder to remove, so I have never used them since.

edit: Always wire brush the hubs to remove any rust, brake dust or dirt that might prevent the rotors from seating on the hubs squarely. Otherwise you could very easily develop the dreaded brake shudder.
