im selling a rhino wheel immobilizer. yes, this is the same boot used by major cities such as nyc. yes, this is a legally owned boot. comes with the key and some "tickets" made by the manufacturer of the boot (not the same as the city tickets). it is 14" in diameter and will fit a 15" wheel very nicely and prevent lug access. this boot is virtually undefeatable.
