Rear valance Missing

I took delivery on my car without the rear valance. Well, at least the center (black) part. The red sides are both there. The previous owner will help with replacement because he altered it to accomodate a center exhaust.

It doesn't look TOO bad right now, it's just the exhaust is in full view.

Anyway, my question is:
Will I be able to drive around town without getting pulled-over or is this a "fix-it" ticket waiting to happen?
 
I can't see an officer pulling you over for "Missing body parts". I'd be willing to be most officers wouldn't even know something was missing. And even if they did know, what would be the offence or violation?

I do not know about CA, but I would not think it is too bad as long as the license plate is still affixed appropriately.

You could make a black-screen type of cover quite easily. This would partially cover your exhaust like some Lamborghinis use. Might be attractive, inexpensive and distinctive!
