Looks real. It looks like a photo that was scanned. It would be difficult to photoshop that because of the poor image quality. However, that isnt saying the original shot wasn't a high-res photo that was altertered and made to look like that.

This was from 1997 All Japan F3 championship race at Fuji motor speedway. Apparently, there was a law suit(wrongful death maybe?) going on til recently. It looks crazy...
