Looks like the passenger eject button that was only available on RHD models and required the quick-release targa top option as well.
Not hidden so probably not a kill switch. Accessory? Pull the two trim pieces under the steering column and you should be able to see where the wiring goes to. Can't think of any other way of identifying it unless someone recognises it. I took about 5 lbs of random extra wiring out of mine. Following it is tedius, but it's worth the peace of mind because you often find it's been terminated poorly and you can fix everything before getting stranded somewhere.
Just a guess but do you have a Viper 5900 alarm system? There's one on my '96 NSX and the switch deactivates the alarm system if you don't have the remote. It's out in the open because the alarm is pre-programmed to reset only after the right number of "pushes" that the manufacturer pre-programmed when new.
